 Board of Trustees

The District is governed by its Board of Trustees. The Board consists of seven members, each of whom serves a five-year term and who are appointed as follows:

  • two appointed by the Mayor of the City of Cleveland;
  • two appointed by a council of governments comprised of representatives of all the suburban communities served by the District system called the Suburban Council of Governments;
  • one appointed by the Cuyahoga County Executive;
  • one appointed by the appointing authority of the subdistrict with the greatest sewage flow (currently the Mayor of the City of Cleveland); and
  • one appointed by the appointing authority of the subdistrict with the greatest population (which is currently the Suburban Council of Governments).

The Board meets twice each month in regular public meetings to discuss and determine policy and to act upon resolutions presented by the District's staff.

Darnell Brown was appointed to the Board by the City of Cleveland Mayor in September, 2001. Mr. Brown is the Chief Operating Officer for the City of Cleveland. He attended Ohio University and is also a member of numerous professional agencies, including the Cuyahoga River Remedial Action Plan Coordinating Committee and the Doan Brook Watershed Partnership.

Vice President
A former District Trustee from 1985 to 1994, Ronald D. Sulik was reappointed to the Board for his second term by the Suburban Council of Governments in February, 2002. He served as Mayor of the Village of Newburgh Heights for 12 years and has more than 30 years experience in public and private accounting, budgeting, cost analysis and financial planning.

Acting Secretary
Tim DeGeeter was appointed to the Board in February 2012 by Cuyahoga County Council. DeGeeter became Parma's 14th Mayor in January 2012. Prior to becoming Mayor, DeGeeter represented the 15th Ohio House District for eight years, which made him the longest consecutive serving member at that time. Before that, he was a Parma City Councilman. He has also served as Assistant Law Director in Avon Lake and Assistant Prosecutor in Berea. DeGeeter is a graduate of John Carroll University and the Cleveland Marshall College of Law.
dumas.jpg Sharon A. Dumas
Sharon A. Dumas was appointed to the Board of Trustees by the Mayor of the City of Cleveland in 2014 and serves as Director of Finance for the City of Cleveland. She has more than 25 years of private and public sector fiscal management experience. The Department consists of 13 divisions represented by 311 employees in all areas of municipal finance and information technology. She had previously served as the Assistant Director of Finance, responsible for directing Sinking Fund, Capital Projects and the Office of Budget and Management.

Mayor Bacci was appointed to the Board by the Suburban Council of Governments in 2010. Prior to becoming Mayor, he worked as a patrolman for the Cuyahoga Heights Police Department and eventually became a detective, serving at the department for almost 15 years.
stafanik.jpg Mayor Robert A. Stefanik
Mayor Robert Stefanik was elect to our Board by the Suburban Council of Governments in 2014. He was elected Mayor of The City of North Royalton in 2007 and re-elected in 2011. Mayor Stefanik previously served as North Royalton Council President (2003-2007) and Ward 6 Councilman (1999-2003). He is currently an active member of the Cuyahoga County Mayors and Managers Association and the Northeast Ohio Mayors and City Managers Association serving as the Executive Board m ember representing Cuyahoga County.
ciaccia Julius Ciaccia
Julius Ciaccia was appointed by the Mayor of Cleveland in March 2017. Included in his most recent responsibilities as CEO is the compliance with a $3 billion 25-year consent order for a long term control plan that significantly reduces combined sewer overflows, as well as the development and implementation of a new stormwater management program. Ciaccia began his career in public utilities in 1977 with the City of Cleveland. During the 25 years of service at Cleveland Water he oversaw the management of over $1 billion worth of capital improvement projects and maintained the agency’s favorable financial position.
